Absolute minimum requirements for Streaming?
I know the requirements are so modest, any recent pc should run it fine. but this isn't a recent PC. It's a dell dimension 9100. A powerhouse in its time, but originally ran windows xp. I would be putting 10 on it, since I have a copy of 10 and it has no OS currently. Specs: http://www.cnet.com/products/dell-dimension-9100-pentium-4-3ghz-512mb-ram-160gb-hdd-xp-home/specs/

Well, I was think about it, but if it cost less to do this, which it seems not to, them I though I'd try.
Steam link is 60$ and it works for in-home Streaming. You can't get a PC capable of IHS for that money.

One reason that I was wanting dedicated hardware (and still may) is that my family's Roku is going out, and we want to replace it. I was thinking about making a media center using Steam, Windows/Linux (Probably Windows because I prefer it), I think there's a more TV friendly Netflix like the one on Roku for PC, and have the added capability of streaming.

With a steam link, that wont work, unless I don't wanna use my PC while someone else is watching netflix, because, someone correct me if I'm wrong, because I'm not entirely sure, but steam link doesn't have it's own UI (besides a settings UI) and completely depends on the host PC even for it's main menu. (Right?)

This is sort of right. Valve are about to bring out an SDK for native apps and there's already a Kodi port.
Still, the PC you picked is junk. It won't work for IHS! It simply won't! If you don't want to wait for the Kodi app for Steam link to mature, I suggest getting two boxes, one Steam link for games and one Vero or Raspberry Pi with Kodi for media. Although I don't know if there's Netflix for that, to be honest.
If you want to do IHS with a full-blown PC, prepare to spend >200$.

Leel. Yeah, that PC I picked as only because I already have it, literally just collecting dust...

Other idea: Get a Steam link and an Amazon FireTV.

Or, I could get an Amazon FireTV and install nVidia limelight/moonlight/whatever its called now on it. I couldn't use my steam controller, though...

Hi there, so listen up, I know this topic is kinda old for now, and I think the problem solved for some time ago. But hey, I've find out this stuff yesterday, so I bringed on my gtx1060 setup as host and a Fujitsu Siemens Amilo Pi 2512 laptop as client with specs like Pentium T2370, 2 gigs of ddr2 RAM, an X3100 GMA and win7 32bit. I fired it up, and had a big-ass smile on my face as it ran Shadow of Mordor like 60 frames/sec with a bit of lag 'couse of the v-sync, that I turned off, and everything's worked fine. So I think you don't have to worry about it, if you have some sources to upgrade that lapdog a bit, your experience will be so great as mine was. Cheers!

Wow. I think it must have improved then since this original post. I've got a steam link now though so...
