When i try to open PoE steamservice.exe pops up as an unknown publisher and says 'Yes' and 'No' is this a virus or not. Should i click yes?

...if installing steamservice.exe failed (you get this popup again) run cmd.exe as Administrator, type full path to steamservice.exe /install -> OK
if you get error steamservice.exe already run or similar,
run cmd.exe as Administrator, type: net stop "Steam Client Service" -> OK and try install again

I''ve been noticing for some reason every so often I get the 'steam.service.exe necessary, click to install' and every time I hit yes it just locks up steam, then tries to verify installer, yet runs fine after that. It's been happening on this computer on and off since the beginning.
