You want to ensure these are allow via your Firewall(s) on the computer and the router. Your ISP shouldn't be blocking them, unless you are in a company/school zone, etc? It would most likely be on the router - since your mobile data works.
As for Steam IP address, there will be probably 20 of them... different depending on where you are in the world and what cloud network is closest to you. Then you would have the IP Address for the Steam game servers too, etc... It's not the best way to go about unblocking. Instead the open ports will cover all.
What router are you using?
Azza: I tried enabling those ports specifically in my router settings already to no avail. It worked on Monday and out of nowhere it didn't yesterday. I didn't change anything in the router settings. I called my ISP and they told me to find out the IP(s) so we can check where the problem is exactly.
It's Cisco EPC3925.
Login to your router admin (192.168.0.1 <- default) and check under SPI Firewall Protection. Temporary disable it for now (including Block fragmented IP packets, Block Port Scan Detection , and Block IP Flood Detection, etc).
Just fully allow access via router. Then you can test your PC setup is valid.
Then if that's working, re-enable each of the router security protections back in.
If it was working, then blocked... it could possibly be an IP flood detection or similar (which is meant to block DDOS abuse, but can sometimes confuse valid traffic).
If required, you can use a trusted free application ( such as portforward.com ) to test each of the ports is open and working correctly.

Go under your steam folder, delete, rename or move out the "ClientRegistry.blob" file. Or just delete it all, except for the "Steam.exe" file and "steamapps" folder.
Now when you run "Steam.exe" again, it will redownload and recreate those missing files with new ones. Ensure this download/update is fully allowed (not blocked by mistake).
I tried both of those tips already, and it didn't help. It's really not my computer, it's my internet connection (something in my router is not right, even though I still can't grasp how it got messed up without anyone changing any of the settings).
EDIT: I noticed I had the ports wrong a corrected it. I used another tool and while it for some ports says it connects, it fails for some.
Open Command Prompt and type
That will get you steamcommunities ip.
But thanks for the advice Bohnny, it turned out to be my ISP blocking ports.
