Can You Get Games Back Once Removed From Your Account
I recently removed a few games from my account by going Help->Steam Support and removing them from my library. Now lets say in a month, year, decade can I go back into Steam Support and get the game back if I one day change my mind? I didn't ask for a refund but I was wondering if anyone knew for sure.

And also if I did restore a game I haven't played in a year will my hours reset on the game or will they still be accounted for?
You would have to purchase the game again.

Which games did you have removed? If you go into your account and remove games from there, it only serves to hide them really. They don't actually get removed.

But if you asked Steam Support to remove the licenses from your account, then that is another matter.

I selected the game which was Portal and then selected the option " want to permanently remove this game from my account" and removed it from there. I got the game with my old laptop as it was a special Alienware deal.

Then you'll need to rebuy it. It's gone for good.

But I removed it from my account over a month ago and just got it back through Steam Support. Now I did remove it again but I was wondering if after a period of time I cannot get the game back what so ever. Now I never played Portal so maybe thats why I was able to get it back?

I don't currently see Portal on your list of games. But if you restore it through Support, then I imagine it'd still have all your achievements, gametime, etc.

I am just curious since I order a game on Amazon that is a Steamworks title and when I get it I will activate the steam key onto my steam account. Now If i didn't like the game I know I cant ask for a refund but I don't want it visible on my account so ill remove it by using Steam Support. And If I decide a year or two later that I want it again I want to be able to get it back through Steam support and not have to buy a new retail copy or buy it again on the steam store.

As long as you've had the game for less than 14 days and played less than 2 hours, then you can refund it. At least that way you'll get your money back, whereas you won't if you remove it.

Either way I cannot get a refund for this game Im expecting in the mail soon since I didn't buy it from Steam. The game will include a steam code and once I enter it to my account there is no refunds. But If I played the game for 8 hours and removed it I cannot get the game back after a year or two? I was able to get portal back in my library and I removed it a month ago but I didnt ever install or play the game.

permanent means forever,if you remove the game you lost the licence and the chance for play again,if you want the game back you need to repurchase again, your achievements and stats remain on your acount.

The process is the same. Go to Help->Steam Support, search for the game you want to restore, select "This game is no longer in my library" then it'll give you an option to restore the previously removed game.

This only works with games removed using that method. Games you've had removed by contacting Steam Support manually with a support ticket need to be re-bought (the old method of removing games).

^ This.

And if you don't have the recovery option, then someone is likely sharing the said game to you at the same time. Opt-out of sharing, reboot Steam and the button for [It's not in my library] should be there beyond which there is the restoring button.

So with the old way by contacting Steam there is no way of getting your game back but with the new system in Steam Support you can always get your game back even after a year or two.

I did a test by downloading a free game and downloaded a purchase game (That was cheap) and idled it for several hours. After I uninstalled the games from my computer and then I removed it with the Steam Support from my account. When I restore the game(s) I found the free game didn't show up in my library and I had to install it again through the Steam Store for it to appear in my library. When I restored the purchased game it showed up in my library and I was able to reinstall it. The games I tested it out on were these.

Full Tilt Poker (Free Game)

Broken Dreams (Got on sale for under a dollar)
