I was gonna say that they've probably set their avatar like that, but when I tried opening up the avatar's link itself, it resulted to 404 Not Found.

He could likely fix it by re-uploading it.

I'm assuming it's an issue with steam's CDN domain, perhaps there is replication issue. This image isn't a game-avatar, it is uploaded by the user. At a given moment when you connect to a different IP same CDN domain you may end up viewing the images or it might break, hence replication issue.

Currently nobody on Steam is able to change his Avatar. Don't worry, it will be fixed either today or tomorrow. For now stick to your old avatar.

I managed to change my avatar around an hour ago when I tested it.

So, I guess I'm not part of nobody.

But yeah, an awful lot of people can't change their avatars.
