Steam Downloading Stuck at 0 Bytes Per Second!
I have looked on Google and searched throughout many Steam forums and have seen that this is not just a new problem I have had recently. This has been a recurring problem for many years throughout the community and it seriously need to be fixed. I don't care what kind of coding errors or service download is most effective but my download is stuck at a constant 0 bytes per second while the disk usage is skyrocketing at hundreds of kilobytes per second.
What happens is for just a brief moment my download is fine. (Emphasis on brief.) Then the download slows a few hundred kilobytes. After that, the time remaining tab doesn't display how long the download will take and less than half a second later, the download speed displays "0 bytes/s" in the Current speed area. (I use Metro for Steam as a skin so I'm not sure if this is the same for normal Steam users, however the problem doesn't matter what skin I'm using.) After that, the disk usage on my machine skyrockets up to anywhere from a few hundred kilobytes to a few megabytes and takes AGES to go back down to 0 bytes. Once it reaches 0 bytes, the download speed will work for another "brief" moment... sometimes. Other times the disk usage will shoot back up again for no reason. Also, if I try and stop the download it waits for the disk usage to go back down to 0 bytes, which it almost never does.

Things I have tried:
- Changing the download region (TO EVERY FRICKIN' REGION STEAM HAS TO OFFER!).
- Changing the Steam startup from -tcp to -ucp.
- Re-downloading Steam completely.
- Clearing the download folder in C:/Users/(I ain't putting my name here)/ProgramFiles(x86)/Steam/Steamapps/downloads
- Restarting Steam
- Changing the Steam skin back to default.
- Testing if I can download on another computer. (AND IT ACTUALLY WORKS. I downloaded 6 gigs in like 20 minutes which should be normal.)
- Using my friend's account to try and download my games. (Sadly, it didn't work.)
- Adding more games to my queue such as Dota.

This problem (from what I have seen) has been around since 2011 (the first post I could find with a similar type problem like this). I have been trying for a total of 3 days now to download the update to CSGO for the new Wildfire Operation. I have even tried to reinstall the game and as you can see (in the screenshot), I can't even reinstall it. Plz send help thx bye. Also, Gaben, get yo' lazy ass workers to fix this problem. It's been 5 years m8.

EDIT: It also says that I can't download CSGO (when it's in my queue with other games but not being currently downloaded) because of "disk write error" in the time remaining slot. :papyrus:

How much free space on the drive the game is installed on? You MUST keep a good chuck free for updating.

General rule of thumb is 15% but you may need more, depending on the original size of the drive.

i.e. For GTA5, you need at least 60-65GB free at all times. (except when updating, of course.)

also, any skin you have installed for Steam might be causing the issues.

I have over 300GB free. Also I did mention that I tried uninstalling Steam. When you uninstall Steam, it deletes the skin folder; so the skin doesn't cause the problem since when I opened up Steam, I tried to download CSGO and it didn't work.

I've read your post again, several times. I am pretty sure you have something conflicting with Steam on your computer...

I've viewed that post many times, however never saw the CCleaner app in there along with some other and I uninstalled some apps on my computer.... but nothing worked. It did download my game for a bit longer this time though so it helped a bit.
What I really think is going on here is my updates. I'm trying to scan for any important drivers I may need updated on my computer and see if that works.

FWIW

I'd start with chipset .inf and Storage controller drivers for the motherboard in that case...

Everything on my computer is controlled from the Toshiba Service Station and I'm checking to see what's going on there. From what I can see so far I have to install and info program that's about a battery recall program.
