You cannot use the Steam Community Market unless you have bought something from the Steam Store. http://store.steampowered.com/ A gifted game does not unlock the Community Market use.
So would that mean I would have to buy another copy of CSGO myself to be able to access the store? Or just buy any game from the Steam store and it'll allow me access to the store?
Safest method would be to just buy something for over $5 USD on Steam Store, or add $5 USD to your Steam Wallet.
If you add the funds with a Steam Wallet code, make sure to make a purchase once with them as the redemption process itself isn't a purchase.
