Should I buy from Ebay?? Game with new Account...

Recently I've been looking for a copy of Assetto Corsa (I'm kicking myself because steam just had it on sale..) ok anyway I did a search on Ebay for "Assetto Corsa PC" and there is a seller selling a steam copy.. Here is the description...

this is a steam account with the game Assetto Corsa
not a code or any physical object
the game is not region locked, play anywhere
will send you a new Steam account login and password via ebay/paypal email
(or if you want to use an account name and email of your choice, send it to me so i can create an account with that )
(it may take up to 48 hours to create your account)
you can change email and password afterwards

i do not recommend using this account as your main b/c any game not bought from steam directly in your region will have a slim chance of being banned, even when receiving gift FYI
(if you don't login and out frequently from different ip or play/group with potential hackers, you have no reason to be banned)
it is best to use with the steam family sharing feature for convenience

Ok now my question is, is this legal? It seems kinda fishy to me, but the seller is selling many Steam games/accounts right now on E-bay and has high ratings... I looked around online but haven't found a solid answer if this is even legal... So if someone here could help me out that would be great!! I don't want to buy just to have my account shut down.. I want the legit game also...


P.S. I messaged the seller asking about this and I did get a response, here it is..

"Accounts and codes are cheap on eBay is because they are purchased from less expensive region
Therefore these accounts are legal and playable on Steam online
But the only drawback is that some features are restricted like adding friends, can't make future purchases etc but doesn't affect your ability to play multi online
To eliminate those restrictions you have to use steam family sharing feature to play on your main account

Accounts are not for sale and risk being outright banned.
Don't buy used games or keys from random places.

Just wait for the next sale if you want it.

Not to mention the original owner can always reclaim the account after you spend money in it.

lol that was fast.. It just seemed fishy.. The seller has many other games for sale also, metal gear solid V, Xcom2, etc... You would think E-bay or Steam would do more to stop this. I can see where someone with limited funds would be willing to take their chances on Ebay. These games are less then 1/2 the price.... Thx for the info.
