According to my math, at a steady 13 megabytes per second, it should only take around 6 minutes to download a 4.5 GB file. Excuse my math if wrong!

And its indeed wrong. He talks about MegaBIT per second. You are calculating with MegaBYTE.
8 Megabit = 1 Megabyte.
So if he has a 13 Megabit connection he downloads with around 1,7 Megabyte/s.

There's a clear discrepancy between MB and Mb.

The arithmetic calculation should be fairly simple.

Those units have to be converted.
