DirectX 11.2 is included in Windows 8.1, Windows RT and Windows Server 2012 R2.
Note There is no standalone update package for DirectX 11.2. You can only install this DirectX version through Windows Update in Windows 8.1, Windows RT and Windows Server 2012 R2.
I have installed all the updates for my PC. and all the drivers are up to date. What should I do now?
Look in the game folder for redist, install whats there manually
I have installed the Direct from the game's redist file. I have not mentioned this before, but when I launch the game a pop-up appears with the Splinter Cell Conviction CD key. In a forum I have foun an article that this CD key should be also inserted in a UPlay account, so I have registered the CD in my Uplay account and I have the game available now also on Uplay.
I have also installed the Directx from the game's redist folder and the current behavior is:
When I try to launch the game from my steam account the following Pop-Up appears with an error that the Operating System is not supported and I have two choices, either to continue or press No. If I click the Yes button a redirect is made to the UPlay account and the game tries to launch from the Uplay account, seconds later another Pop-Up error is received: "Application Load error 5:0000065434"
If you install a dll from the internet it could be a virus.

So, this is Splinter Cell Conviction, digital deluxe edition. i have purchased it on steam and downloaded it, installed the DirectX version from the game's redist file (the location of the file and game my depend on user's choice as you can install the game wherever you want.
When you click the Play button from the steam dashboard you are provided with a game key, this game key needs to be registered on Uplay. After pressing the Play button either from uplay or steam an error is received indicating that the application is not compatible with the operating system (I am using Windows 8,1 x64).
To fix this go to the location of the "conviction_game.exe" file, go to properties and then to Compatibility and select "run this program in compatibility mode for: Windows 7 (select windows 7)". Using these steps the game will work.
I am using windows 8.1 but this issue might occur on Windows 10 as well.
You need to activate this product on both Steam, if first it was puchased on steam, and then on Uplay - activate, with the code received while launching the game from the Steam dashboard, and granting it Compatibility mode for Windows 7, and also installing it's DirectX version even though you have a high end GPU card with the latest driver version. A bit tricky for a novice user. But I am glad that a solution was discovered.
