You can search online for the games that are protected by vac or use that link and for the most part it's when you connect to individual servers and if you are playing on your own computer they usually will be no issues unless it has some sort of online ability.
The problem is a lot of these programs will run even when closed that steam can detect if you ever do connect to such a game or server and can result in a vac ban so you either need to know how to kill the program completely other then simply closing it or remove it completely if you don't know how to do that and do play such games.
Not to mention a lot of these are spyware ridden programs that can cause additional issues on your computer.
Make sure however, even if it is a single player game, that there is no ties to any VAC. Some games that allow for single player are still entirely played on vac servers. Such as Dead Island for example. You can play single player, but you are still on a vac server the entire time. Just look at the store page if you are unsure.
Just remember though that you are cheating yourself (pun intended) out of a great experience in some games. I personally don't have an issue with cheat engine, and have used it many times in the past. Never once to do anything in an online match or to leaderboard hack though. It's a fun tool to mess around with otherwise though. Just be careful, and educate yourself on it before using it. If you get vac banned, it won't be the fault of the program, but the fault of your own self for not knowing how and when NOT to use it.
Like I said, educate yourself on the game you wish to use cheatengine on before you use it.
