Do note that you will also want to back up your save files elsewhere, for which PCGamingWiki can be of use for, as well as GameSave Manager. (Typically under My Documents and AppData.)
You can check which games use Steam Cloud -saving by clicking [View > Games List].

If Windows is on C:\ , then move Steam to D:\ or any other partition you have. (External/USB drive perhaps?)
When you (re-) install windows to C:\ Partition, you still get to keep all the game content you downloaded from steam. Simply run the Steam.exe again in your Steam created folder, and you're able to re-discover existing content without the need to download everything all over again.
