Question regarding texture changing in Steam games.
Me and a friend are considering altering a game's texture files as a sort of joke experiment.

My question however, is that is this allowed? Would this be in anyway violating Steam's User Agreement?

I know it sounds like a stupid question, but I like to be cautious.

That totally depends on the game.

Visit the game's forum by rightclicking in the library > visit game forum.
What you're talking about is a modification, AKA mods. And if a game supports mods, you're free to make changes as long it doesn't define as a cheat for online gameplay.

For example.. You can create texture mods or huge changes to lots of games like Skyrim, TF2, Half Life, Gmod, Space Engineers, etc, but you might get banned if you do this for games like Call Of duty Modern Warfare 2/3 etc. Some games just don't allow any mods at all.

Where may I specifically look to find out if the game is modable?

We were kind of looking at Undertale as our first experiment.

Undertale doesn't seem to have mod support, but from what I've read it needs to be recompiled with game maker. You should start with games that support modding, having all the tools necessary for creating mods without compiling /recompiling.

Examples of what kind of games support mods are Gmod and Team Fortress 2 (Games you own) Start with these games, and you'll learn a thing of 2 on how to create these kind of modifications. Visit the workshop or browse for tutorials on google. Simple texture mods are easy, there are tons of tutorials on the web.
