Add option to let us start up without opening Steam.

You'll say "but there is an option," but that option does not work. I click it off, steam still starts. I disable it in task manager, steam still starts. I remove it from startup items folder, steam still starts. I deleted the registry entry which allows steam to open on startup, steam still starts. I uninstall and reinstall steam, steam still starts.

There is no way in which to stop steam from starting up when the computer starts up, and this is stupid. There should be a way to stop it from starting up when the computer starts up. Please add this option, only this time, make the checkbox work.

edit: Please note that I have tried most of the steps that people are suggesting I try, as stated above.

Yeah, and if I do check the box in steam, it shows up in startup apps, and i disable it through startup apps....and it still starts.

Just because it hasn't been mentioned and it's one of those rare things that still might be there,
Start > run > %programdata%\Microsoft\Windows\Start Menu\Programs\Startup
%appdata%\Microsoft\Windows\Start Menu\Programs\Startup

See if a Steam shortcut is in either of those two, if it is delete it.

I'm not familiar with Flux and Parsec but you might try disabling them to see if it has any effect.

Let Steam set cookies. That really should be all that's needed. If you have not reinstalled after this long, perhaps reverting your windows to a prior update may help, but I don't know how 10 works with that if it does at all.

When you say you've "removed a registry entry that-" ... you really ought not to be messing with individual things in the registry. Reinstalling Steam, and probably restoring your operating system, are the best options if you can't just let steam set cookies. i strongly suspect with doing anything in the registry, it's completely broken.

As stated in OP, I already reinstalled steam.

What does "let steam set cookies" mean? I don't log in to steam through a website, I use the app. If steam needs this to operate, why would it not show it in the settings menu anywhere, and why would it be turned off by default, and why would it let you uncheck a box that will have no effect unless it's turned on?

F.lux changes your white balance at night and is used by millions of people. Parsec is the remote gameplay app I use to replace steam because steam remote play is terrible. This is why I want to stop steam from starting up on login, because I don't use it much, because it's bad software.

As Steam is a form of DRM, I don't think you can run Steam games without Steam actually running*. In all likelihood, Parsec needs to launch Steam, though for lack of first hand use, I don't know if it does so at OS startup, though certainly, I would expect Steam to be launched when any Steam game/software is started.

This may seem far off but could you try the following:
1. Make sure Steam is completely closed (close all Steam processes in the Task Manager)
2. Reboot.
3. Does Steam startup on its own?

* Some games available through Steam actually can launch without Steam running. This is by arrangement with the game publisher and does not apply to the majority of Steam games however.

You can't play games bought on steam without running the client.

Steam and all other online-based functions require cookies to be set on your computer.

Whitelist all of steam's folders and files in your firewall and virus scanners.

If you have set steam using Steam > Settings > Interface and unticked the obvious box "run steam when my computer starts" so that it is not meant to start up automatically, it should stay unticked. If that button continues to come back on after you've turned your computer off and on, it's very likely because something on your os or firewall may be blocking Steam from actually writing that information to your computer.

It might be something else, but... frankly if you've 'tried everything else' but haven't seen that fix brought up, try it.

Parsec is not a steam game. It is a remote play application.

I am not trying to run steam games without steam being open. It opens on its own when I start up the computer. Regardless of whether it was open or not when I shut down.

As I stated above multiple times, I have unticked that box and it remains unticked.

Games can run without steam and have every possible feature under the sun. Look at every Larian game, Original Sin, Original Sin 2, Dragon Commander. All games with multiplayer, achievements, steam clound, steam play, remote play, etc. All 100% drm free and all run without the steam client

If a game doesnt run without steam, the developer choose that. Not steam. The dev did.

Feel free to scream at the developers. Steam does not enforce the client. It does not require it. Steamworks doesn't require it. Steam doesnt enforce the client. Developers do.

What happens if you were to go to Settings and check "Don't save account credentials on this computer" or better yet, also change your password outright? At most Steam might try to start at boot and ask for login. Still annoying in and of itself (and more so when you actually want to run Steam), but perhaps it might shed some light as to what is causing Steam to open at startup. If Steam is thus prevented from starting up, how are other programs affected?

Thank you for the suggestion. I tried it, and steam still starts up. But it doesn't auto log me in. So at least that checkbox is working, though doesn't solve the problem of steam opening on startup.
