Report a translation problem
Steam eats up EVERYTHING bandwidth wise so suddenly nothing else can communicate except steam.
I didn't have that issue a few months ago.
Now i just limit the bandwidth in steam just to make sure i can still do other things online.

It worked perfectly for me but you might want to make a copy of the file before modifying it.
ps.
And its not steam faulth you and other users ( pc unit ) dont have enough bandwide or faulth packed or hardware equipment or isp into steam have issue.
Try a download with browser of something big. If disconnects happen then as well, it might be a router problem.
