As far as I know they'll ship it anywhere to anyone who purchases and orders it. Just order it.

No one knows.

Move to Sweden or have a reliable and trustworthy friend or family member buy one on their account and have them send it to you when they receive it.

That's a great suggestion if Valve for some reason won't ship it to Sweden.

Another alternative I just found, looking in to it because I was curious, is that Index is available on Amazon. More expensive...but you can get it from other resources.

Yeah. I don't suggest helping those who resell it at a markup.

I would agree but it's an available option if Valve for some reason doesn't offer shipping to where someone would want it to go. I know certain games aren't available in certain countries because of the differences in laws and rules in that country but I'm not aware of Index being one of those limited items only available here and there but apparently it is true that getting it in Sweden requires some trickery. This person claims to have used a VPN to get it ordered and delivered to Norway;

I don't argue they exist but the good ones are probably not going to be free. Some might have a free trial you can take advantage of. I have been looking in to it because it's made me curious and the reason Valve doesn't have it available in Sweden is because of "regulations, tax laws, etc". So even if you could get to the store with a VPN if your address is in Sweden there's possibility they might refuse to ship it after seeing your Swedish address.

Therefore your only option(s) might be to use alternative resources to order it through to insure you get it. I saw other reddit threads saying people in your area of the world used this service to get their Index VR from Vavle:

https://www.jetcarrier.com/

Also check Ebay, Amazon, and other established online shopping resources.
You're going to pay more than an American would for shipping fees regardless of the price. Maybe you can find one somewhere that allows you to buy it and provides free shipping? There is a chance of that.

You might have to wait until it's back in stock, or use an alternative shopping source that has it in stock and ships to your area.

Just do not use a VPN to make any type of purchase on Steam.

Yeah. Especially if it's a physical item that needs shipped to a country it's "not available" for.
A VPN is not going to fool them if you enter an address for it to go to that they don't ship to.

You'll have to order it from somewhere else.
