How to uninstall games if i uninstalled steam already

I can't able to uninstall forza from my laptop because i uninstalled steam before and that game didn't deleted and I am trying to delete that game but it can't work. I also tried reinstalling steam and deleting game but that also not working

Delete the folder of the game.
Or if it is still shown as installed somehow, install steam and uninstall the game. Based on what you decsribe.
