This has been happening to me as well since yesterday, on both my PC and even my steam deck. I've followed all of the suggested procedures in the support site (reboot, ensure nothing blocked in the network, etc) to no avail.

Yeah or congested network is not asteam issue its a ISP and there partners partner problem, and it will effect diffrent ppl.

If you have any network issue contact own ISP. they are the supporter here we are not, this is a user forum, and uesr reply, dont expect steam going to fix the wolrds ISP problem with ISP trafffic.issue.

And be happy you get a diffrent point of view on the subject, you can try change steam DL zone that still mean that direction path or matrix actual works. ( and get through all them ISP's to that new steam DL server )

We are not going to solve congested ISP area here, we are steam user only here.

ps.
Do not expect any helper or reply from other, to even comment on it then it work for all others, you need network experience here to see and cut through all the BS here.
go ahead and blaim all things on steam they are big boys here and can take it, problem is they cant do anythings about it and they will not make all ISP in the world as trade partners.

add the folder C:\Program Files (x86)\Steam as an exclusion in windows defender resolved the issue for me

Thats is old news that security can block steam in DL, mention in over the many years by several helpers. ( even mention in steam own help sections )

So, dozens of ISPs around the world suddenly don't work with Steam, is what you're saying in all of these related posts? That makes sense to you?

Huh, well can confirm personally that a game update that was installing at ~1MB/s jumped instantly to 40+MB/s the exact moment I did this with my antivirus.

Who’s your ISP?
Warm Milk Dec 10, 2023 @ 6:53pm
If it’s Mediacom, I’ll cry.

Whatever it was, it's all working now (for me). I'm betting something was off in Akamai, since that's who Valve have outsourced the CDN to.
