No Internet Connection when downloading
Whenever I start steam and try to download something, it gives a red error saying "manifest unavailable." When I click it again, it says "no internet connection"

This has been happening for about 4 days now, and I've mainly been trying to update Counter Strike 2. Here's a list of solutions I've tried, some of them multiple times:
Flushing DNS
Clearing Download Cache
Reinstalling Steam Client
Restarting Router and PC
At least 6 different download regions in different continents
Downloading with a VPN
Updating Internet Drivers
Disabling Windows Antivirus and checking Windows Firewall
Running as administrator


When I downloaded with a VPN I was able to get download speeds of 2 MB/s with 0bps disk speed for a maybe 15 seconds

Is there anything I'm missing here before I contact my ISP?

update: uninstalling CS2 and reinstalling worked, however my download speed has also quadrupled

Also having a similar issue but I'm not getting any responses so far about other fixes.

I'll be honest, I faced this problem 3 weeks ago, and I tried everything they told me, but according to many friends, you just need to restart the game

And will it reinstall the game if there is such a problem with the update? And what will the reinstallation help, if the next update comes after the reinstallation, then it will no longer be the same?

OP issue is in december, and we cant fix ISP network issue into steam. do note this post is seen as hijacking by several ppl here, but we are not steam moderator. and thats why noone will reply here from dec issue to now you have a january issue atm.

We are not support here, this is a user forum and OP seem long gone and dont care about own post maybe.

Reboot own router, if you know this has worked before into steam then contact own ISP, and tell them this, do test with other spare pc to double check own connection issue, you try avoid have own equipment issue before wallplug and enter ISP area.

If wifi check with cable, we are not going through every possibilities here, plenty of steam guide and other helper that made effort to help, i doubt it will work on the december issue, with routing issue into steam.

Dont forget you have 2 choises , steam ticket and ISP support, reset of the world could say not our probblem then we dont have a issue.

That is, it is a problem of steam itself, but it has been for 3 weeks, but before that everything was fine for a whole year, if it is really a problem of steam, then how long can you wait?

Please help me to solve this problem, I have been suffering for 3 weeks, please help, this problem just appeared on the same place

Double check with spar pc or friends laptop , you either confirm same issue with main pc or you now know you have own pc issue, thats why have more then 1 pc can sometimes be a good thingy, because if it work then you just clear own router and ISP and Steam and now you know its own pc. ( also proof you have connection issue if its same and depend on wallplug with laptop direct connect to ruleouit own router even some do have a standard patch cable as house network today ) then contact own ISP and tell them what you did they will start hear on you after confirm it still dont work into steam.

This is same as a remote technician will do test end connection of line with other pc. they don't touch ppl own equipment without approval of it, if they can figure it out if this is CPE issue, normaly, im out of the door if wan line is working, ( do understand the edge in who is responsible for where the borerline is. ) and thats why you tried your best with test pc, do not get caugth in own pc issue.

And thats why i and other suspect ISP have routing issue into steam after ISP or steam change back at december, there yes again ppl was angry, and i tried to explan if steam made a mistake then we should all have it, and thats not the case.

And thats why you make steam ticket and own ISP ticket or complain to right ppl , we cant fix what once worked and now it dont.

And why VPN might work for some and later not then someone correct the mistake or configuration error..

And why no helper here bother with all then old advice with reset netcard, and options, and yes there will always be one that had own problem and dont belong in the No internet connection"

Do note 1 steam user actual got info on a 300milisec timeout, sounds like to many jumps or bad network

This is why this is so hard to ID without access or why path into steam is broken.
and why we suspect ISP have a finger in this problem after ISP network change.
or steam did. ( only they know ) we dont as user here.

If all this is to complicate then just contact own ISP and steam support thats what they are there for.. ( ISP is Internet service provider )

And thats why i and other dare say steam is not going to fix ppl own ISP issue,
it has to go though ISP and there partner's to next ISP partner and thats is a ISP's problem.

and why you ask steam if they have a problem to reach your isp from other side, just to make sure. ( im not sure if they even want do that even. )

as i said we can't help you, if you think you have the december problem.
and it dont help then steam had event sale in top of this later, i and other have seen many increased connections issue then all user buy and DL and thats still a ISP issue.

other advice
Dont change ISP and don't have reinstall OS or change security app, you could have reset own firewall or ports opejn at ISP own VIP service some do that. ( blocking steam ports )

I know you confirm it, work before, i just make sure you did not do them system security change or reinstall OS in all explanation All-in-one GO. ( security can be a pain in butt, we have all been there and see what 1 little forgotten mistake can do. ) also why spare test pc kick your butt if you did a own mistake.

Nothing wrong in make own mistake, atleast that can be fixed then discovered,

Do not have past OS win7/8 steam has shutdown the support of it. when it will not work at all, i dont know.

Part of the wifi issue and outdate not update wifi network protocoll at MS lifecycle ende.

yep, for me it reinstalled just fine and every update after that has worked without issue

Steam doesn't care because it's still happening 6/3/2024.
If you exit Steam and restart it it downloads instantly. It's an apparent bug.

I have this same issue and it's frustratring because only Steam has this issue. No other programs have this issue. None. It gets tiring having to clear and download cache and restart every single time.

I solved this by clicking the "setting" icon -> changing "download region" to wherever you want on the download page. Really weird.

Had this issue today, seem to get some progress every time I switch region then it stops.
Edit: steamworks common redistributables downloaded after clearing the cache then continued with not working
