anyway are you looking at wrong disk multi disk maybe, or have you made a mistake and move things arounbd in the past so double steam install was made.
you can try treesize free, or otrher app and get a look around where rest of the 70gb SoW went.
Go into the Steam folder and delete it manually. Sometimes the uninstaller doesn't work, and Steam isn't really responsible for that, just as they are not responsible for the quality of the products you purchased.

but the thing is, the game IS uninstalled i did look it up also in the steam folder, but for some reason Steam still reserves the disk space and marks it as used.

Try deleting cache and stuff with windows disk clean up. Try windows search for left over game files.
I had similar issue and there was a folder somewhere in %appdata% or %temp% or %localappdata%\Programs
I can`t remember exactly.
Also you may have chosen a different installation folder at some point so make sure to check the original C:\Program Files (x86)\Steam\steamapps\common where steam is usually located
You can try http://www.uderzo.it/main_products/space_sniffer/ or another similar tool, but keep in mind that most of these tools were abandoned long ago and taken over by unknown parties & possibly containing malware/adware
The only way to remove all leftovers from software is formatting, reinstalling, or refreshing Windows.
Zero fill, aka zero-byte format, is the most effective but requires extensive knowledge of MS-DOS and partition manager commands. Even then, there's a possibility of ruining the hard drive's boot sectors (esp for HDD)... I have one of these that is still showing as "missing" during boot and nobody on the planet knows why xD
I uninstalled RDR2 (120GB) bc mods weren't working and I wanted a clean reset.
After uninstalling on the C drive (475GB SSD) , it didn't give up the space. It remained at 475GB. I went through the folders manually to see if there was any data hidden anywhere and also cleared the bin, but that didn't solve it.
I then went ahead and ran Treesize to see where the big files were hiding. But that's where it gets strange: Just the regular files from other programs, videos, games seem to add up to 475GB. I went through all the folders on my C drive through Treesize and it all seems to be as it should be - no hidden RDR2 leftovers. Just 475GB of other files. But it doesn't make any sense - how could RDR2 with its 120GB have fit on there then? It was definitely installed on the C drive before.
Now, when I open the C drive properties > details > storage usage > installed apps it shows a usage of roughly 150GB, but when I go into the apps folder and manually count the file sizes, they add up to around 50GB. So where are these hidden files then?
It was clogging my hiberfil.sys, remove it w/ admin cmd: powercfg -h off.
The rest of the data seemed to be trapped in pagefile.sys which I cleared w/ link below.
Turned pagefile back on but not hiber, and new downloads & uninstalls clear the data both on the windows side and the steam side (instantly).
LET'S GO I am no longer tormented by this.
Big shouts out to Iceira for suggesting tree size, without that I never would have found the missing data space.
Cleared download cache in top left Steam > settings > downloads and suddenly I have 160gb free and even more data freed up on other drives. So definitely there was some wonky stuff left in the cache bogging me down.
Very much happy that google brought me here on my search and the first comment's suggestion worked.
