Someone is trying to Bruteforce my account
Disclaimer: This is mainly just a rant but if anyone has ideas to protect my accounts more, that would be much appreciated!
I am so frustrated. What do I do? I have someone targeting all of my accounts—not only my Steam account but my email too. I have 2FA for all my accounts but when I get that email from Steam saying someone tried to sign in to my account from Russia or South Africa, it's so frustrating. It means they brute-forced my password and now they just need the code to get in. I have gotten so much stress from this s***. Like, is it even possible to limit access to my account to within the U.S.? Like, I'm never signing in to my Steam account from Moscow. I feel like I'm sitting in a room reinforced by steel but someone is constantly slamming on the door until they get in. F*** HACKERS! I hope you all go to hell.

Can't brute force the password Steam locks them out for awhile after so many incorrect passwords.

Check your system for Malware. Change your password on a secure device

And no you can't restrict access to a specific area and even if you could it's not hard to mask you location.

First thing to do is check the account name on the email is yours. Many users have more than one account bound to the same email they don't even know they created or have forgotten about and it is those that are being targeted by bot sweeps. If the account is your main then the logical step would be to change your password after ensuring the device is clean.
Also, do not interact with random emails you get.

Note someone can request a password reset which looks like that. They don’t actually have your password

Ok, hold up, so I got hacked like 6 months ago. I spent a week fixing damages, got all my accounts back and added 2FA and all that stuff. I reset my computer. Like fully reinstalled windows. Wiped everything. Last week, someone either guessed my password or is somehow managing to figure it out, because I know for a fact that I don't have malware on my PC anymore. I have played it so safe since I got hacked. I have gotten emails saying that people are trying to sign in from all over the globe. Is it possible that they are finding loop holes through the steam locks?

No, this is them managing to use my password, because it tells me that someone is trying to sign in from a new device. Then it gives me the Steam Guard code.

No. Firstly double-check the email and make sure that it contains your correct account login name - many users in this situation have an old or dud account they have forgotten about bound to the same email and it is that which the scammers are targeting.

If it is your main account (again) then do these steps in order and without fail:-

1. Scan for malware. https://www.malwarebytes.com/
2. Check that the email and phone number on the Steam account are still yours.
3. Deauthorize all other devices. https://store.steampowered.com/twofactor/manage
4. Change passwords from a clean computer.
5. Generate new backup codes for your Mobile App. https://store.steampowered.com/twofactor/manage
6. Revoke the API key (there should be no key). https://steamcommunity.com/dev/apikey

If we assume that was possible,
the chance that someone tries your account several times while it is not possible,
is like winning the lottery each time.

Why hack an account as low value as yours? It isn't worth the effort.

If your account keeps getting hijacked, not hacked but hijacked, then you must be using dodgy phishing website, installing Malware that steals stuff or sharing accessing to your account.

Steam account DO NOT get hacked. Keep claiming hacked all you want and I guarantee it'll continue to happen to you because you live in lala land.....Good luck

Please understand Steam can't be hacked right now, and even if you wanted to do so, you can't even get password information, they're not even stored in the server.
LOL.

So, really, not a good way to get anything done.
And besides, you're not Gabe Newel. :)
