Bad os instal, take your pick there are tons of possibilities.
File permissions: Usually causes read/write errors because the OS won't allow writing
File protection: Same as last.
If this is a HDD you may need to defrag which could fix your issue. Another thing can do this apply to HDD, and SSD/nvme is do system error check, and checking your storage health to ensure things are working as they should be.
