Once at main menu > Click menu at the bottom > click power > Click EXIT big picture mode.

Remove Steam completely (app, all connected folders etc.), then check if there is any win update waiting to be installed, then try installing Steam.
Also, do you have any controllers connected to your pc?
1. You download CPU-z.

2. Unzip the files.
3. Run cpuz_x64.exe, and click on validate at the bottom, click the submit, your broswer will open, copy the whole link from that browser that pop up, and paste it here in the discussion.

From Aluvard post he link, the person said to open task manager, and end task for Steam touch screen, then shutting down steam, and relaunching steam, but I can't replicate the issue, so I can't personally test for you. All i can think of is either something messing with steam, permissions issues, or etc...
If you have another PC with Steam installed on it, you can simply copy Steam folder, and bring it to your PC, and replace the current installed Steam, this should overwrite the issue, and should start Steam as normal.
