Delete clear webcache
Clear Download cache
so whats left, try steam flush cmd ( google it )
other way delete steam userdata in roming hidden windows user data area.
C:\Users\USERNAME\AppData\Local\Steam
make steam ticket because we do not know what cause this.
Do not see this as a fix even if it work, because what cause this and why it get stuck and with what can happend again. ( just because i and other tech person know the diffrence with clean install or get ride of past whatever it is that cause this, so things work is a total diffrent matter )
Do not have any special steam.exe cmd or old steam - special option on steam.exe

and we are still not support here. ( if it help i do not have this, but so can many other steam user say i bet ) atleast you know, it work for others ) such things matters sometimes so you know why few many as you now have a issue with it.
Dont forget OP actual did alot of it
- Cleared cache using run commands.( problem is did he know all of them and did them )
maybe wipe hes own user data is the only way out of this. ( this is steam support area and we do not know if steam login server with fetch data has a issue with you. ) and with what ?
Dont forget we could just reply contact steam support and make ticket. ( OP did good debug of it ) and whats left to try.

OP you should know , it look like lost connection into game server, and why things happend and only you know if OWN ISP had a hickup or planned work, we cant help you with that if thats the case,
some ISP have SMS service to tell own customer if service is down, and why you afterwards got steam login issue, i cant tell if this is your ISP or ISP partner that has a issue , but traffic into steam or game server seem to be effected. most will say steam backup server should kick in if this is steam max 10minute after , problem is will not help you if its own ISP and there partners.

most ISP problem today is fixed with few hours to 24 hours, you need to be remote location for longer isp issue downtime.

It seems one of them contacted to the support team for help and manage to resolve it. I pray you all get your account back and able to use Steam as normal.
Let's hope for some actual investigation and help. In case they resolve the issue and Im able to get more info on the solution, I'll post in here as well.
