No we cant help you with december issue in januar, this post screams of multi issue in top of each other, if i recall correctly there was both ISP network issue into steam and other have own pc issue and thats why you see multi issue with diffrent Solutions.
+ now you can add do not have past OS anymore after 1januar, they might have more issue with steam service overtime.

I grabbed config.vdf, loginusers.vdf, and DialogConfig.vdf from Program Files (x86)\Steam\config on my PC
Go into desktop mode, close steam
Paste the files into home\.steam\steam\config
Launch Steam again
and that seemed to fix everything for me. I was able to reboot in game mode and no more loading user data issue.
It worked like a charm for me.
To get into desktop mode hit the Steam button - go to Power - Switch to Desktop
To get the files across you can SD card or use a network share
Using a USB C dock with a mouse and keyboard makes desktop mode easier to navigate
Note: it's easier getting into .steam if you select Show Hidden Files from the menu (I forget the exact location and wording)
As a simpler process, others say that you can:
Go into desktop mode, close steam
Delete the files (config.vdf, loginusers.vdf, and DialogConfig.vdf) in home\.steam\steam\config
Launch Steam again
Okay this worked for me, don't know if it'll work for anyone else. I did the hard reboot by holding down the power button. I have the pin turned on. I click forgot pin then it says it will sign you out. Do it. It will shut down Steam and ask you to sign in. I scanned with the app on my phone and I was in. Currently I'm in the setting screen on system and letting it update. Probably good to check if yours needs to update too once you get it going again.

I then proved that restoring the old htmlcache/ broke the client the same way, and putting the newly created one back in fixed it.
