Steam fails to open, must be restarted with "sandbox disabled"

I've searched every corner of the internet to find a solution for steam not being able to load unless i tick the "restart with browser sandbox disabled" option.

I have gone through every guide, given steam and every sub folder full control, run the steam .exe as administrator and nothing works.. I'm starting to think I am the only person to have ever been in this position?

It's not the end of the world just very annoying that steam doesn't load on startup and i have to go through the rigmarole of clicking the steam shortcut, then clicking icon in the taskbar several times for the multiple choice window to come up so i can restart without browser sandbox.

I would be hugely grateful for someones help :)

Same issue here, have found no workarounds. As of last update, steam does not even display in the Notification Area icons so I can't even force steam to restart w/ browser sandboxing disabled. Clean reinstall of steam does not help.

Running win 8.1, although I am looking to upgrade as a result of the incompatability running steam.
