I want to Christmas Gift steam games to co-workers and friends that are not on my friends list. I do not want to 'friend' them, but would rather just buy them the game. Is there any way I can do this?

There is no way to do this. You could get them physical Steam cards if those are available in your region

Not through Steam. You could see if an authorized reseller offers product keys they could activate on Steam.
Use sites like https://isthereanydeal.com to find deals from authorized resellers.

Gifting through Steam will require a Steam account selected as the recipient on checkout.
