Download is stuck on an infinite loop?

[Dhaaaan]

PAYDAY 3 had a ~22 gigabyte update, but it is continuously stuck between 70-80% done. Like when it reaches 80% it just loops back to 70%. I've let it download for 2 hours now and it is back at 70% again after I returned from a walk.

I'm really not tech savvy so I have no clue what is going on, is there something I can do to fix this? Is it just a visual bug or something? Am I missing something?
