You can only review a game you currently own on your account AND have at least 5 minutes of playtime.
Both conditions must be met.
It is only 5 minutes. Otherwise, there wouldn't be thousands of reviews with 0.1 hours of playtime in the store.
They probably changed it recently. Maybe after the overwatch 2 launch, in an attempt to protect awful companies like blizzard from the consequences of their actions.

Did you go to the store page or library to wait for the review box?
That's why. It takes longer for the review box to show up in your library. Go to the store page next time to see it after 5 minutes.
I'd say increase the gameplay time for reviews to 5 hours.
Besides, why should we need to run the game an arbitrary amount just because some people have issues with it?
If people want to review bomb, they'd idle the game anyway.
Telling when they are or are not allowed to dislike a game is not a good review system. Titanfall 2 earned my bad review despite me not having played it by implementing aggressive DRM that literally prevents me, a paying customer, from even playing the game at all.
2. SAM exists. I don't know if it still works, but it used to be possible to run multiple instances of a game to rapidly idle playtime. I've seen profiles that had 1000 hours recent playtime in a week.
I think this problem exists already (buying on different accounts and refunding).
Then 3 hours, anything that is above the refund time.
