For the past hour I have been trying to add a phone number to be able to play COD MW3 but I am receiving no SMS code

For certain countries.

What features are unavailable?

Limited user accounts are prevented from accessing several features on Steam, including but not limited to:

• Adding a phone number from some countries or under certain circumstances

It's much easier choosing the option to use the number you have on your Activision account.
