or try again with delete web cache or ingame own overlay cache, its been see by other steam user, i think that was the Solution, we have even seen it in same post with some want it on again
this is why we think its a cookie webcache issue ( sense cookie name is gone and now its call web user data as one and same thingy.
and you already seem to know them both, do note steam has change alot of things last 2-3 months with steam option not working anymore, ( do not have any special settings on steam.exe or options ) not even run as admin , we have seen other games do not like any settings at all.
Cant say you have this, atleast i tell you this, ( old pro tips reinstall steam over current to fix whatever it is, also a way to go. )
And make steam ticket even you are not the first one with this, and i bet not the last one.

i and other could have said make steam ticket only. ( as you point out how hard can 2 place with it make so many issue with it. )

dont forget steam flush cmd ( do have login pw rdy ) i did not say it help we assume it can catch steam old cache and flush them, same as other user was in the windows username data hidden steam and wipe it

still dont explan what the issue is, and that why you still want to try steam own ways first, maunal wipe dont explan anything here, and maybe steam should look at it in the first place.

Try searching through your localconfig.vdf file again. If I enable the overlay option in Steam Settings, it changes that file.
Or are you also missing the text: "EnableGameOverlay" in this file? Because it should be part of it's contents.
Maybe something as simple as reinstalling Steam will fix the issue?
I had this issue on Windows 7 sometime in July. Then I noticed it's still a problem when I tried Windows 10 in November. Now I'm on Linux and it's a problem on the Linux client.
Occasionally I get horrible framerates in games, and it's due to the overlay being enabled.
