I've tried it from another browser and in Steam itself - no difference

Many browsers these days are basically Chrome/ium (and the Steam client is latter). Try e.g. Firefox.

Which 2 browsers have you tried? That is, what is the browser that you first tried that in and what is that other browser that you've tried?

Edge, Firefox and Steam App and still no Captcha showing

The only other potentially useful thing I'm finding is to try without VPN if you are using one now or conversely with one if you're not. Doubt it to be useful, but don't have other suggestions.

I'm now locked out of the account as the verification code is being sent to an incorrect email address

Ya I had to deal with this ♥♥♥♥ yesterday. The steam app kept giving me an error message. Only when I entereted the captcha online in a browser did it work. Maybe try logging from another computer like in a library if you don't have access to another computer
