E87 error how to fix

Hi Guys, my sons account is locked out and on login it says error e87. He had forgotten his password and went to reset and it didnt work, i reset to make it was typed in correctly each time. He gets the message on the app and the website

I have gone through the net and tried the following, to no avail
- restarted steam
- restarted pc
- reset the password
- uninstalled steam and reinstalled
- ran under admin
- changed the time
- tried on chrome and firebox
- Tried Steam: /flushconfig
- Tried on another pc
- tried on hop spot
- tried in windows 7 compatilty mode
- checked steam servers are up
- checked windows filewall and tried to add steam.exe but it was already there
- added -noreactlogin to the shortcut
- deteled the appdata
- deleted the steam package folder
- deleted the %temp% data
- added /repair to the .exe
- updated the password on a different pc
- ran scan disc on harddrives


I have done a few of these more than once, like new password, restarted etc.

When trying to log in sometimes it says the password incorrect, which i know its not

Can someone help me please :(

87AccountLoginDeniedThrottle

is windows update , i recall a fix as extra update option under the windows update button, a while back, so i doubt its this but if it is then windows has correct a steam failed login thgat got stucked.


ps.
Ask steam support, what if account ahs been raised as security issue, only steam support know.
