Can't receive gifts?

My friend is trying to gift me a game and it keeps saying that he can't send it to me cuz i have to be above lvl1? but i'm lvl9 and he's lvl65, so it's not making any sense. I'm very confused.

since it is your friend that is having a problem, it would be best for your friend to post. please have your friend include the error message they are seeing, WORD FOR WORD.

some things that may help:
are you both in the same region?
which region are you both in?
how is your friend paying for the gift?
how long have you been on your friends friend list?
what is the exact game/game bundle they are trying to gift you?

Levels have nothing to do with gifting on Steam.
