Get a proper, unrestricted internet connection.

Dont you have free hotspot most medium towns has that at library or cafe shop, well we call them that in europe maybe or community places today, we did that in the old days at small towns with poor network area, in the modem age, dont forget we are still some from the past and and modem with28,8 usrobotic was a huge modem, jesus where did the time go here, yea i know past modem also but i dont think steam was online back then.

Using a public hotspot requires me to go to certain locations. Using my phone I can have it anywhere. Ordinarily at home I used the windows version which would VPN the connections over my phone. (PdaNet+) currently I'm only using a laptop with Linux and the only way I can use it is to use http proxy. Works fine for every other program except steam which I think they deliberately designed to not work. I can't even use offline mode because it refuses to log in.

Steam works over proxies. Steam uses local proxies to distribute patches and games locally to cyber cafes.

Your proxies blocking Steam is entirely normal and is what almost all proxies and open WiFi networks do.

Mobile networks block Steam because it uses too much bandwidth

That is not a steam problem

Steam and PC gaming are not designed to work over a cellphones data network.

I know how it works. The fact is that I can't even log on to play a game offline.

My proxies aren't blocking steam. It is that steam is unproxiable. I need to route all of my traffic from my PC over WiFi to an App on the phone so that the network only sees the data being used from the App and doesn't count against the hot spot that they data cap. It works fine for every other application that I use it for. Especially watching videos.

My point is I should be able to use a proxy configuration like every other program does. Steam used to have an option to use -tcp flag which was removed back in im guessing 2019.

I'm sure there is still a way I can tunnel all of the traffic I've been doing it with my windows PC for years but for the windows PC there is a program available that wraps up all of the network packets and does it for me. They didn't make it for Linux, just MacOS and windows. I just have to get in to the guts of setting all that up manually. Would be nice if steam just had the option to route the traffic for you. At the very least let you log in and download. I don't care if some multiplayer stuff doesn't work.

I owned a cyber cafe once. Steam charges an extreme amount of money to license games in those environments

Cell phone data networks are not like they used to be. Now we get 5G with 200Mbit. Even 4G is 25 reliably. I've been using my phone as my primary Internet for years without problems. I'm just having a headache because I'm using it on Linux right now and I don't have the program that tunnels all of that for me. I'll have to do it manually which is a hell of a lot of work setting up ip forwarding rules. I'll likely have to write my own android application to act as a host.
