Only thing more annoying than this is the mouse cursor re centering in the middle of the screen if you dare to have the audacity to press the guide button to access the menus despite using a controller.
We have to keep nudging them. You made good points though.

test with spare pc or friends laptop,
feel free to do speed test and bad packets test into own ISP, what is going on into steam is out of your hands if this is a ISP issue, into steam.
and thats why you test with spare pc or friends laptop. ( so you double check its same issue. )

you have steam suppport and ISP as support, and technuicaly not 2 person has same ISP and same location into steam. what are the odds that next door neighbour have same issue and same ISP even, its so slim that you need to know network to see the poijnt i said, its seen before even 2 blocks down the road not a problem so things can happend at ISP own network and thats why yuo talk with them first. ( do they have a issue ) we arer not going to fix ISP route or congested nertwork into steam here.) no connection mean you have no route into steam or can connect to them, and thats why itys a good idea to double check with spare pc.

I watched your video and am wondering what the Windows Subsystem for Android has to do with the initially reported issue.
So because I play on a tv with my controller I’m stuck! Has anyone been able to rectify this? I’ve tried to look for support on steam but there’s no chat or email function :(

I found a simple and reliable solution:
You need to install a virtual ethernet card as in the video below:

Basically:
1.From the Windows 11 search interface, type in Device Manager, and click on the result. Network adapters appears on the list.
2.Click on the Action drop-down menu, and select Add legacy hardware.
3.Click on Next on the Add Hardware Wizard, choose the manual install process radio button and click on Next. Select Network adapters from the list, and click on Next.
4.Select Microsoft on the Manufacturer list and then Microsoft KM-TEST Loopback Adapter.
5.Click on Next to confirm the installation and then Finish.
Works flawlessly!
What if you do not have an ethernet port built in to your laptop?
