Can't Download Anything

I've been on Steam for a while, but I've never had issues until now, and especially not this bad. Every time I try to download something, whether it was a game or an update, the download would say "Starting Download" but nothing would happen. The Steam store won't load, and none of my games will download. I've tried everything I can think of, I've done the obvious like turn it off and on again, I've uninstalled and reinstalled Steam (to the loss of all my previously downloaded games), I've checked for proxy servers, I've cleared my download cache more times than I can remember, and I know its a problem with Steam because I go to the Epic Games and have zero problems, downloads like a dream. Can someone help me out on this?

ive had the exact same problem for about a few weeks now and i cant find any fixes, at least im not the only one it seems.
