Issues uninstalling Steam and Wallpaper engine
Basically, my power went out, and both discord and steam were going back and forth on if I had my internet back when it came back on. Couldn't play lethal company because it couldnt connect to steam servers, and couldnt access chat or some tabs every now and then.

I uninstalled steam, but the folder says that I cant uninstall because there's something still open. Wallpaper engine still exists on my laptop, but I cant delete it because it cant find the folder for the steam files. 'C:\Program Files (x86)\steam\steam.exe'

Getting really frustrated because I just wanna play some online games, but now I cant even start the process to reinstall steam.

Also, tried a program called lockhunter to see if that would help me delete the files and it did not. Any help would be appreciated because I'm getting a big headache from this.

Why uninstall Steam just because your internet went out? Worst case scenario just reboot your PC.

In future, you can delete most files or folders from safe mode, there's no need to download random applications.

Pro Tip: If you want to reinstall Steam, delete everything in the Steam folder apart from Steam.exe and the stamapps folder, then reboot and run Steam.exe and it will reinstall Steam without affecting your installed games.

I was mainly going through all suggestions and ideas I could, because the internet connection issues werent stopping with steam. Did reboot my laptop 3 times as well. Problem is, like I mentioned, I cant delete the folder contents because something is still running, which Im pretty sure is wallpaper engine, which cant be uninstalled without steam.exe

Do you still have steam installed? Whats stopping you from uninstalling WE normally?

No, steam is gone, and all the games are blank application folders. I still have the folders with the program files in the C:\Program Files\(x86)\steam but WE error comes up as it being unable to find the steam.exe file in that folder and to check spelling and try again.

Not that I can see, been turning it off because it causes some graphics issues on higher res games. I managed to delete the entire steam folder, so I think Im gonna try and see if I can reinstall in the meantime

Managed to delete the entire steam folder, which seems to have fixed that issue and reinstall the app, but all the apps are just blank pages, and so is steam.

There is a 3rd party software Revo Uninstaller. Might want to check that out.
