That's still level 1 outsourced customer support. It will take a while to get past them.
Their support is outsourced to India. I went through support hell back before release to get my MWII Vault bundles added to MW19. Just a huge circle jerk of, "it is not available on Steam" over and over again. It took over 24 messages to finally get a dev to respond and personally add the bundle to my account.
Bots? No.
People that don't speak English well and have no clue what they are doing? Yes.
And that's doesn't really matter. Valve can't do anything about Activision's support or their systems, or Activision accounts. As mentioned the link is on Activision's side and effectively you're asking Activision to modify an account you don't own or control, so that's going to be a challenge. And no matter how much you want to dismiss or deflect, or how unhappy you are, Activision Support is who you need to deal with.

How did you do it my man, im on the same train you were and they are just telling me to enter tickets under categories that you cant enter a ticket for.
sorry for the late reply man, i just managed after bothering them a lot
when i open a ticket and a human replies, i start replying to the email and explaining my issue
that took a lot of day so they got convinced with my problem and i also took a video to proof my account ownership for steam and activision and with voice explanation
