Gifting - " Money "

Hi, I am from a different region than my friend, I wanted to gift him a game so i loaded up my account with the money, just to find out the price difference is too big and i cant send him games...
So now I just want to send him the money instead how can i do that? I tried buying a gift-card but that doesn't work with steam wallet ?

Is there some kind a way to send him my money from my steam wallet.

- Steam market is not an option as the price difference are too great and the money value would be halved before he got em.

You can not transfer Steam wallet credit between accounts.
If you charged your wallet and haven't used it yet, you can refund it within 14 days of charging it.
If the payment method supports refunds.

Then you can use an external payment method to gift the digital Steam wallet gift card.

And do not abuse the Steam market to "transfer" funds, that is an easy and fast way to get both accounts involved suspended for money laundering.

buy TF2 keys, wait a week, and give it to him. Tell him that he can't sell it until a week.
