As games are bound to an account and not a particular computer, yes.
You can download it to your PC and your Steam Deck. Can even use your PC to transfer it without the need of downloading it again:

Yes, as long as you are logged into the same account. I sometimes buy games on Steam through my phone while I'm at work, then I'll install and play them on my desktop or my Steam Deck when I get home.
