There were too many people trying to profit from market revenue by undercutting Valve through offering real money trading ("You give real $$$ I buy game X with wallet $$$ for you").
Because support refused to lift the restriction, using an external payment method (i.e. credit card, paypal, ...) is now required if you wish to gift to a friend. You can still use your wallet balance for your own purposes, however.
More then like 1-2 games a year and you will get this restriction.
Too many users abused the system.
Just buy gifts with external payment methods.
