Library sharing with a foreign account
My friend cannot gift a game to my main account, so i was going to create an account in his region so he can buy it for me, (for lack of better options), then i was going to enable library sharing for it for my main account (since it would be on the same machine).

But the account would have to be russian, so my concern is due to the price difference between american games and russian games (for some of them) it wont let me share it to my main account, since steam might have banned it for being an exploit. Can anyone confirm or deny this before my friend wastes his money?

You are not allowed to use accounts you did not create. That's grounds for a permanent ban or account termination.
Circumvention regional restrictions to buy games in a country you're not from is now allowed either. That too is grounds for a permanent ban or account termination.

So, what you're intending to do will raise a lot of red flags and quite possibly cause a ton of issues for you and your account(s).

I would create the account myself in a region that i am not in, my friend would be buying the game not me, so i wouldnt be avoiding my own price in my region
we had tried a lot of things so that i could buy it in my region but he couldnt give me money through or around steam, we are out of ideas at this point

gift cards do not work in russia, he cant buy any, atleast as far as i know
