My russian friend wants to buy me a game. but im in america

I am in the america region and my russian friend cant gift me the game because of price difference (currency difference) he tried qiwi wallet but it wouldnt detect my name (we tried a lot) and he tried opening an alt in america and sending money to it but i dont think qiwi let him to do that either
Visa and mastercard gift cards are completely blocked in russia, anyone have any ideas?

AFAIK. Russians cannot buy games on Steam right now due to credit card transaction sanctions.

And you'd be wrong. Russians can still do purchases and transactions as long as a bank is involved that is not affected by the sanctions.
