How to contact steam support for a refund?
I played a game bac in 2019 for 15 hours as part of a free 2 play weekend, i tried to buy it again now on sale, and tried it for a bit, but it kept crashing. Now it wont let me refund because it sees i have 16 hours on the game lol... steam support doesnt review the tickets on basis.

Make a manual ticket.

Find the purchase... https://help.steampowered.com/en/wizard/HelpWithPurchase

Choose "I still have a question..."

Explain the entire issue carefully.

And hope for the best.

Manual ticket required. Find the purchase, use the "I have a question about this purchase" option and explain politely. Keep in mind that they can still say "no".

All playtime counts, not just the playtime since purchase. Free weekends, family sharing, etc are all accounted for. There is a reason that the "since purchase" is only mentioned on the ownership parameter in the refund policy, not the playtime one.

the auto refund system does not review the ticket, it only looks at time played and when the license was added to the account. a manual ticket will get looked at by a member of steam support
Its a silly system, they arnt checking for time played after most recent purchase or even
lastest installation of the game.

Same thing happened to me before when i bought MW2 after playing warzone, when you try to refund, its the same issue lol. i let that one pass, although i dont even play the game anymore, this was like in may or so. But yeah im gonna purse it this time...

Because people would just keep refunding and repurchasing it in 1hr 59 blocks to 'beat' the refund system if it worked this way.

And as for last installation why would they base refunds around that?

Because that's not relevant.

it would be if it were for the game itself, im sure they have a tracker that tracks when you are playing a game during a f2p period.
Still not relevant. All playtime counts.
