REFUNDS ON IN-GAME PURCHASES
Steam will offer refund for in-game purchases within any Valve-developed games within forty-eight hours of purchase, so long as the in-game item has not been consumed, modified or transferred. Third-party developers will have the option to enable refunds for in-game items on these terms. Steam will tell you at the time of purchase if the game developer has opted to offer refunds on the in-game item you are buying. Otherwise, in-game purchases in non-Valve games are not refundable through Steam.
Sea of Thieves isn't under valve, isn't it? so it is up to the devs to accept your refund or not
Go here: https://help.steampowered.com/en/, scroll down, and type the game's title 'Sea of Thieves'. I just checked that even without the game, I can see that there is an In-Game Purchase option that you could click.
So make sure you point out that it was a malfunction. Not just something you bought and then you wanted to refund a purchase.
Maybe you need a manual ticket. Instead of clicking refund. "Have a problem"
