have spare pc to test own main pc issue or is it cable and router or from wallplug the ISP the error is coming from, then its own ISP issue into steam.

bad packet run it 3 to 5 times and do you get what you paid for into own ISP.

When you pause it should take a moment to finish it process to pause, but if you force close Steam before it can do it, this might cause problem.
If you use any back up software like one drive, or etc to auto replace files, and such this might cause problem as well.
If you really have bad internet connections it's best to just leave it running until it finish.
2nd part means when you click pause it trying to set a point so it can carry on later on, if you force close the steam, or shutdown PC before it can finish pausing that be the problem.
3rd part means exactly what it means if you setup a backup cloud drive to back, and replace at certain places you need to fix that so doesn't remove the files you need to be in place, or mess with only you can change those settings if you use such backup feature that does things.
4th part idk what to tell you, go do packloss test, and speed test see how bad your internet, if you're using wifi that might be your factor problem or not as depending if you're using a bad wifi adapter might be reason of bad internet connection, only way to see if if it a bad adapter is to use a ethernet wire and do the test again. Please note ethernet wire will always be better than wifi due to having direct connection to the modem for stability so there no disruption between device to the modem.

4. I know how bad my internet is (around 4 MBit/s max) and I know its due to the fact that my home hasnt gotten a proper internet connection (i am also directly connected to my router.
So if there arent any programs on my pc which might interfere with it that I do not know of I do not have any clue why that is happening. Thanks anyways.
Do note ip radio might need this. ( or it will stutter the traffic. to the IP radio )
