can't refund to my card

I bought lethal company but accidentally bought it twice so I got the game and the same amount of money to my steam wallet but I don't want that money to be limitied to my steam wallet
when I try to refund to my card it says

"Sorry, but Steam does not have the ability to refund to this payment method. To receive a refund you'll have to select 'Refund to Steam Wallet'. We cannot refund the money to another credit card or payment method."

does steam just not support that one payment method?

The money can only be refunded back to the EXACT bank card that was used to pay with.
If it was a gift card or a physical Steam card, you cannot refund to those.

yeah, SEPA or similar regional bank payments aren't refundable that way.
