No one here can help you further as we are all users ourselves and can't do nothing with other users account recovery. Neither can you since it's not your account.
Apart from that 'borrowing' somebody's account is against Steam's ToS, so support will not help you do anything with it.
You've got to see how suss this all sounds which is why they want proof of ownership, without it they could be handing the account to somebody who doesn't own it and that person then steals the items belonging to it.
Only your "friend" can recover the account as he is the owner, show him this link.
