Two SSDs
I had just added another SSD to my laptop which is faster than my first. Should I have steam solely installed into the new drive or have the library downloaded onto the new drive?

Shouldn't matter which drive steam is on. You can have a library on each of your 2 drive and put the more asset heavy games being on the faster SSD to receive better loading.

Don't so that. Simply keep Steam & games together on whatever SSD fits for that purpose.
